Leicester, Leicestershire and Rutland
Question 1
We do not currently have an Integrated Care System (ICS) obesity treatment pathway or policy. Please note that each of the 3 places across LLR has their own version of a healthy weight strategy which can be found on the relevant local authority website. LLR ICB is currently developing a pathway for Tirzepatide as per the National Institute of Health and
Care Excellence (NICE) requirements.
Question 2
We do not currently commission any adult weight management services, but we will be commissioning Tirzepatide service in the near future. Please note that we do not have any activity for this. LLR ICB did conduct a Tier 3 pilot which is concluding as of March 2026, and this will include a fullservice evaluation. LLR ICB is also currently working on the Obesity Pathway Innovation Programme (OPIP) bid that will specifically look at reducing inequalities to access. As a part of the baseline work that we are undertaking this will look to assess barriers to access. LLR ICB also adhere to the nationally agreed policy for bariatric surgery.
Question 3
Please note plans are in the early stages for the development of Health and Care hubs to include interventions/support around healthy weight.
There is also a draft proposal for a 5-year plan for Children and Young People in 2026/31. The proposals include the redesign of a system approach to healthy weight and lifestyle for 0-19 years. It includes a digital offer at a neighbourhood level.
LLR ICB has been working with Health Innovation East Midlands (HIEM), University of Leicester, National Institute for Healthcare and Research (NIHR), Eden, the Leicester Diabetes Centre and Public Health to plan a neighbourhood approach to future weight management services across Leicester, Northamptonshire and Rutland (LNR) and are currently, awaiting the outcome of our submission for ‘Obesity Pathway Innovation Programme’ funding to support transformation of our service offer.
Question 4
Nationally funded programmes to support weight management include NHS Digital Weight Management Programme, NHS Diabetes Prevention Programme and Healthy Living.
The ICB has ringfenced £490k for Tirzepatide prescribing in the community which includes medicine and primary care management costs.
Locally commissioned services include funding for a Tier 3 specialist weight management service pilot over the last 3 years. The service includes multiple treatment pathways including psychology, physical activity, diet and behavioural change, clinical and pharmacotherapy, low energy diet.
The Neighbourhood Health Model is being explored to support weight management at a local level which will be further developed whilst awaiting the outcome of the Obesity Pathway Innovation Programme funding.
